Developer extension: Transifex Fetcher

I faced the issue that it is easy to upload translations to transifex, but at the moment there is no possibility to get the translated files easily back into my extension. I created a console command only extension to tackle this. You can find it in the marketplace. It adds a console command to fetch all translations for an extension from transifex and creates the translation files. This extension aims to be used in development environments.
